Anti-algae chemicals?
Read about CuSO4, Copper Sulphate. It is a common thing that is put into fountains and pools to keep algae down. You may have to empty the tank to scrape most of the algae out first, but the CuSO4 will do the job.
Chlorine is the way to go. You treat it like you would a swimming pool.
