spinning the water through a fan creates centrifugal force,
like when you are on a fast marry go round and getting pulled off.
the water then moves through with enough force to climb
up a hose and ends up higher than before allowing it to fall back into the pool,
rinse and repeat.

There is no pump on the water fountain. The pressure from the water line provides the pressure. When you push the button it just allows the water to flow (just like a water hose) The pump/motor you hear is the compressor running that makes the water cold.
