How Do I Work A Tabletop Fountain?

I just got a tabletop fountain at a yard sale and am trying to figure out how to get the water started. The pump is running but the water just sits there.

The pump probably quit working and thats why it was in a yard sale. I have many of them and all I do is fill with water and plug in.
