They just use a small trough at the top so that the water pools, make sure the trough is tilted a little so that it doesn't spill out the back. You can use some rocks just sitting up at the top to hide it. Or if you want a more intricate design build a shadow box on top.

While I like the idea and fountains, the plumbing issue will be more a challenge than anything else. I have to ask why Plumb it at all? That would be especially true if you don't have it against a wall. A free standing, center of the room fountain only needs to have a water level checked and added to so as not to burn out the pump.
The "plumbing" to create a trickle effect can happen in the base depending on the pump and tubing to where the water is designed to flow down the piece of plexi. That plumbing could be clear or black and/or be framed and hidden up the sides of the plexi.
I'd almost consider clear using two pieces allowing the water to trickle/ run between the two back into the basin. I might also consider some textured plexi for added effect. I'm not at all sure how you could regulate a "mister"
You might investigate the construction and hardware used in the $2000 fountain and replicate it in your DIY.
