I’m making a fountain, and I have some spare air pumps sitting around but no water pump. Can I rig an air pump to pump water?

No.
An air pump is designed for a compressible medium.
Water is not compressible.
(If you know how to make an air lift, you can
use an air pump to lift the water for your fountain.)
The air pumps that you have are they diaphragm pumps or piston driven, if they are piston driven then the answer is no. If they are diaphragm pumps the the answer is yes. Or you can just go spend 20 bucks on a submersible and use that .
